If the generator is stored in a damp/wet place or used in the rain it can make them rust. This part can sometimes wear out and could need replacing if you are not getting enough voltage from wires while turning the engine.
If you do not have an electric starter motor on your generator, attach a drill to the recoil connector nut (found behind the recoil) to turn engine when testing. This will make it easier to hold the multimeter probes while you take the readings, and will prevent you from hurting your shoulder turning over the engine.
